1. Advanced University degree: Hydrology sciences, Civil Engineer, Public police, biodiversity engineer.
2. Relevant Experience in: designing and construction Water supply and waste water pollution control in river basin, hydrodynamic modeling in a Parana River for Dam control, progressively responsible 20 years
· 13 years in Paraguay
· 2 years in Brazil
· 3 years in Ecuador
· 2 years in Honduras
· And Transboundary River basin, and aquifer project management as a national coordinator, in a Plata basin and Guarani Aquifer basin for 6 years
3. Teaching at de Engineering University in hydrology science and environment management , progressively from 1988 to now.
4. Developing Project in resources and partnership mobilizations :
· National Coordinator of Paraguay, in a Project Environmental Protection and Sustainable Development of the Guarani Aquifer system
· National Technical representative of Trans boundary Integrated water resource management of a Plata Basin “Programa Marco de la Cuenca del Plata”
5. I was a President of a first national Committee of International Hydrology Program IHP, UNESCO in Paraguay.

7. I was nominated to be head of delegation as national representative of Paraguay as a member, in the 18th. Session of the Intergovernmental Council of IHP UNESCO in Paris Jun. 2008.

9. I was Jeff of supervisor in a Project management of wáter supply for Ecuador, working with 60 engineers: mechanical, civil, environment, hydrology, chemistry, geology, electricity, hydraulic.

PERFIL ACTUAL, A PARTIR DEL 15 DE AGOSTO 2008

ELENA BENITEZ ALONSO

Elena, was a General Director of the Water Resource Management Directorate of the Ministry of Environment, Paraguay.

Elena was also the National Coordinator of the Guarani Project supported by GEF-WB-OAS, named “Environmental Protection and Sustainable Development of the Guaraní Aquifer System”, which is a transboundary Aquifer basin management program, bringing together four countries (Argentina, Brazil, Paraguay, and Uruguay) in participatory approach involving local actors, civil society, and decision makers through National Project Execution Units, coordinated in Paraguay by Ms. Benitez.

She was also the National technical representative in the Plata Basin Intergovernmental Committee (CIC), a catchment area which Paraguay shares with Argentina, Brazil, Uruguay and Bolivia. She encouraged the application of the concepts of integrated water resource management as designed in the Plata Basin, in a number of pilot areas in Paraguay.

She established the Water Council in Paraguay with the objective to initiate a participatory approach in integrated water resources management involving all stakeholders and civil society to support the implementation of the regulatory framework under the new Water Law in Paraguay.

Prior to joining the Ministry of Environment, she was involved in water supply and sanitation in Paraguay, Ecuador and Honduras, working as a consultant in the private sector. In this capacity she was involved in a public sanitation advocacy program and building local capacity.

She was also the President of the Paraguay National Committee of UNESCO IHP and in this capacity she represents the Latin America and Caribbean Region in the Intergovernmental Committee of UNESCO IHP Paris.
She is member of the Advisory Group of Experts in Water and Culture Diversity, led by UNESCO IHP. She co-authored the first report on Water and Culture in Paraguay.

Her special interests are to develop policies of sustainable conservation and rational use of groundwater resources and their relationship with surface water and other related natural resources.
Elena was born in Tebicuary-mi Paraguay, her background is a Civil Engineer, graduated in Brazil, with a post graduate M.Sc. in Hydrology in Belgium, and a post graduate in monitoring environment by using satellite image technology, in Sweden. In addition she graduated from an international course on repairing river basins in Mississippi (USA).
